Define surrogate parent
Describe who meets the definition of a parent -- as follows:

 

Define when a surrogate parent is appointed:
 

- If no parent can be located then a surrogate parent is appointed.

- If no parent can be identified then a surrogate parent is appointed.

- If a child is a ward of Ohio then a surrogate parent is appointed.

Provide training to evaluate, develop, & revise an IEP
